Ed has 12 years experience in the industry mainly working in the PFI/PPP sector. Ed has worked for some of the UK’s leading consultancies in the market including BPG, BRE, Faithful & Gould and Cyril Sweett and to date he has advised on over 75 PFI projects in the health, education, housing, defence and transport sectors. He is a member of the British Institute of Facilities Management, holds an MSc in Life Cycle Costing, sits on BSI / ISO / EU research panels and is an internationally recognised published expert in the discipline.

Ed has wide ranging experience in working as a PFI/PPP technical advisor to the public sector, banks and contractors. He joined Balfour Beatty Capital in 2006 managing and developing whole life costs for bids and operational projects. Most notable recent achievements have been included developing life cycle funds for Enniskillen Hospital, Knowsley Schools and the M25 DBFO PPP. Other key experience prior to joining included developing the life cycle funds for two of the industries most complex deals including Barts & The London Hospital and Allenby and Connaught MoD PFI’s as well as working on PPP in Australia, Spain, Portugal, Czech Republic and Germany.

As Whole Life Cost Director, Ed’s key responsibilities include:
  • Leading the whole life cycle costing elements of bids to determine and model the most appropriate and robust life cycle costs
  • Development of life cycle procurement strategies and sustainability solutions for projects which have included the use of leading edge renewable technologies
  • Development of portfolio wide life cycle management processes and techniques for an operating life cycle fund in excess of £800m running over the next 40 years
